Judgment
It appears that incident occurred on 9.1.2014 in which serious injuries were caused on the head of applicant-Balwinder Singh. On being taken to P.G.I., Chandigarh, he was examined by Dr.Deepak A.N., Senior Resident, Department of Neuro Surgery, P.G.I., Chandigarh. CT scan was done vide CT No.1786/14. It appears that the doctor stated in cross examination that the injury was grievous in nature but not dangerous to life. However, medico legal expert, Dr.Karamjit Singh, PW/6 deposed as under:-
"After going through the bed head ticket, Rajindra hospital Patiala reports, PGIMER, Chandigarh reports. The impact of incised wound on forehead was so deep that patient was unconscious and CT findings showed high density fluid collected with maximum depth i.e 0.4 cm in right frontoparietal region, suggestive of SDH (sub dural haemorrhage). High density fluid suggestive of blood seen in bilateral frontal sinses and ethmoid and sphenoid. Fracture frontal bone on right side of right orbit and fracture wall of right orbit. Multiple fractures of skull along with SDH are dangerous to life. So injury No.1 is dangerous to life."
In view of conflicting opinion of the two doctors and medical terminology used in their deposition, both are required for certain clarifications as also to instruct learned State counsel to enable him to assist the court.
Registrar General to forward a copy of said order to Director, PGI, Chandigarh forthwith.
