Judgment

Heard Mr. M. Rarry, learned counsel appearing for the petitioner in WP(C) No. 54 of 2023 ; Mr. I. Denning, learned counsel for the petitioner in WP(C) No. 72 of 2023; Mr. A. Vashum, learned GA for the State respondents; Mrs. O. Momota, learned counsel for the MPSC; Mr. H. Iswarlal, learned senior counsel and Mr. S. Biswajit Meitei, learned counsel for the private respondents.
In the counter affidavit filed by the Administrative Department of Social Welfare in connection with WP(C) No. 54 of 2023, a statement have been made by the respondent Nos. 2 & 3 which reads as under :
“Thereafter, Administrative Department moved the file to Department of Personnel(DP), Government of Manipur for concurrence of the proposed RR for the aforesaid 4 posts. Therefore the proposed RR will be finalized as and when the Department of Personnel has concurred the same.”
From perusal of the statement made by the respondent Nos. 2 & 3 in their counter, it is clear that the Administrative Department have already submitted the proposed amendment of RR for the post Deputy Director in Social Welfare and the same is pending in the Department of Personnel and Administrative Reforms for their concurrence.
In the present case, even though the Department of Personnel is a party and they are yet to file counter affidavit.
In view of the above, Mr. A. Vashum, learned GA is directed to get instruction from the Department of Personnel, Government of Manipur as to what they have been doing with regard to the proposed amendment of the RR for Deputy Director, Social Welfare Department, which has been submitted by the Administrative Department, and place such instruction before this Court on or before the next date without fail.
As prayed for, list these cases again on 15-03-2023.
A copy of this order shall be furnished to Mr. A. Vashum, learned GA through his WhatsApp/e-mail for doing the needful.
