The learned counsel for the petitioner submits that he does not wish to press prayer nos. (ii) to (vii). The prayer no. 1 is as follows :-

i) issue a writ in the nature of mandamus or any other appropriate writ/order directing the Respondent No.3 to conduct a thorough investigation into the allegations made by the employee of the private laboratory in regard to giving of false and forged ‘Covid 19 negative reports’ and to unearth the large scale conspiracy behind this illegal activity and the respondent No.3 be directed to place their investigation report during the pendency of the present writ petition.

In this case, the petitioner has filed certain documents like C.D., statement of witnesses, written complaints etc. It is brought to our notice by the learned Chief Standing Counsel that no FIR has been registered in this case.

Hence, let a copy of this Writ Petition, along with the documents, which have been received by the learned Chief Standing Counsel, be sent to the Director General of Police, State of Uttarakhand, who shall examine the same, and give appropriate directions for initiation of investigation against any person, who is found to have violated the penal laws, or has profited illegally from COVID-19 testing. In the said process, the Director General of Police shall also afford a reasonable opportunity of hearing and production of documents to the petitioner by giving a special notice to him. The investigation shall be completed within a period of 120 days from today.

Accordingly, the present Writ Petition (PIL) is disposed of.

In sequel thereto, all pending applications also stand disposed of.

Urgent certified copy of this judgment be granted to the learned counsel for the parties, on proper application.
