This writ petition has been filed by the petitioner seeking a direction to the respondents to consider off-line application form submitted by the petitioner alongwith the representation to the respondents.

Pursuant to the advertisement dated 31.07.2018 for Teacher Gr.III (Level-II) subject English, the petitioner has indicated that on account of her physical condition, she could not fill up on-line application form within the time prescribed in the advertisement and therefore, on 07.09.2018, the petitioner made an application to the respondents to accept her off-line application form, however, the said prayer has not been responded by the respondents and therefore, they may be directed to accept the off-line application form / decide the representation made by the petitioner.

Learned counsel for the petitioner made submissions that as the petitioner was not in a physical condition to fill the requisite on-line application form within the time prescribed, she approached the respondents with off-line application form, which should have been accepted by the respondents and as such, the petitioner is entitled to relief as claimed in the writ petition.

I have considered the submissions made by learned counsel for the petitioner and have perused the material available on record.

The advertisement was issued on 31.07.2018 and the time prescribed for filing up of the on-line form was 05.08.2018 to 25.08.2018. It was incumbent for every candidate to fill up the on-line application form and merely because the petitioner at the relevant time had some physical condition based on which she claims that she could not fill up the on-line application form, cannot be a reason enough to approach the respondents by way of off-line application form.

The nature of on-line application form, is not such that the petitioner, who was pregnant at the relevant time could not have filled up the on-line application form / got the same filled up with the assistance from some one else. The presence of the petitioner for the said application even at E-mitra, was also not at all necessary and therefore, the plea made in this regard on account of physical condition cannot be countenanced.

There is another aspect of the matter that if on account of the personal difficulties of the candidates, it is kept open for the candidates to file off-line application form after the period of on-line applications is over, the same would result in chaos, which cannot be permitted.

In view thereof, no case for interference is made out. The same is, therefore, dismissed.
