Cyriac Joseph, C.J.—The petitioner claims to be an association of the employees of the Directorate of Training and Employment under the Government of Uttaranchal. The grievance of the petitioner is that the head quarters of the Directorate of Training and Employment at Haldwani is being shifted to Deharadun on the basis of Annexure 3 Letter of the fourth respondent who is a Minister for Technical Education; Labour, Employment and Training in the Government of Uttaranchal. According to Mr. K. P. Upadhyaya, learned Standing Counsel for the State of Uttaranchal, what was proposed in Annexure 3 Letter of the fourth respondent is not a shifting of the Directorate of Training and Employment from Haldwani, but the office of the State Council for Vocational Training. Whether it is the Directorate of Training and Employment or it is the office of the State Council for Vocational Training, it is for the Government to decide where it should be located. It is not for the High Court under Article 226 of the Constitution of India to decide the location of such Government offices. I the petitioner has any grievance about(sic) proposed shifting of the office, it is for him to take up the matter before the Government and not before the High Court. Even if (sic) contention of the petitioner that the (sic) posed shifting is against some Government Order dated 28-2-2002 is correct, the petitioner can approach the Chief Minister for redressal of the grievance. No interference by the High Court is warranted in the matter.
