Conventional modes of service of notice having failed, this application is ordered permitting substituted service of notice through publication in so far as respondent Nos. 1,2 & 4 are concerned. The publication of the notice shall be carried out in Sangai Express, English Newspaper, and Poknapham, Manipuri Newspaper.
For filing proof of such publication, post on 21.12.2021.
