Heard Mr. Jushan Lepcha, learned counsel for the petitioners. Issue notice upon the respondents in writ petition as well as in I.A. No. 01 of 2023, subject to filing of requisites within three days. Dr. Doma T. Bhutia, Additional Advocate General on behalf of the respondent nos. 3 and 4 accepts notice and waives formal notice thereof. Counter affidavit to be filed within four weeks. Three weeks thereafter, to the petitioners, to file rejoinder, if any.
